Where is the Return on Investment? How to create better domain awareness by increasing government and private sector partnership and engagement!

Synopsis

Determining "Return on Investment" or ROI is a question asked by senior leaders consistently because of the significant amount of resources invested into various initiatives and projects without clear and measurable returns. This is even more true within the cyber domain because of the difficulties in providing qualitative assessments on those investments benefit in both offensive and defensive operations. So, to create better cyber domain awareness and achieve positive ROI it is important to shape policy that leads to an increase in government and private sector partnerships to enhance collaboration and data sharing leading to a more efficient and effective use of resources. Decreasing the lack of communication and coordination by getting rid of the silos, duplications in effort, and waste of resources we can foster partnerships for sharing information, expertise, and resources.

Biography:

Captain Christopher M. Walker is the Flight Commander for the International Nonresident Flight, 637th International Support Squadron, Defense Language Institute English Language Center (DLIELC) at Joint Base San Antonio – Lackland.

Capt Walker earned his commission October 2015 when he graduated Officer Training School (OTS). He began his career in the Air Force after graduating Basic Military Training in July 2005. While serving, he completed his Community College of the Air Force associates degree in Intelligence Studies and Technology in 2011. In 2012, he graduated with a Bachelor of Science in Organizational Communication from Purdue University Global. In 2023, he graduated with a Masters in Business Administration from American Public University.

Capt Walker worked as a Cryptologic Language Analyst (Chinese) while assigned to the 324th Intelligence Squadron, Joint Base Pearl Harbor-Hickam with duties at the National Security Agency (NSA), Kunia Regional Security Operations Center (KRSOC) before retraining as an Airborne ISR Operator, flying on-board the RC-135 V/W “Rivet Joint”, the Air Forces premier ISR platform stationed at Offutt AFB, NE. After commissioning, he served as a Mission Operations Commander assigned to the 11th Special Operations Intelligence Squadron at Hurlburt Field, FL. Following that assignment Capt Walker assumed the role as the Collections Operations Management Branch Chief at 24th Air Force, redesignated 16th Air Force November 2019, until transitioning into his role as the Information Warfare Assessments Branch Chief. In May 2022, Capt Walker transitioned into his current role at DLIELC by being selected through the Officer Instructor & Recruiting Special Duty board process.
